The technology triad: disruptive AI, regulatory gaps and value change

Abstract Disruptive technologies can have far-reaching impacts on society. They may challenge or destabilize cherished ethical values and disrupt legal systems. There is a convergent interest among ethicists scholars in such “second-order disruptions” to norm Thus far, however, approaches technological norm-disruption remained largely siloed. In this paper, we propose integrate the existing ‘dyadic’ models of disruptive change spheres, shift focus relations between mutual shaping values, technology, law. We argue that ‘triadic’ values-technology-regulation model—“the technology triad”—is more descriptively accurate, as it allows better mapping second-order changes (on norms, through systems—or systems, norms). Simultaneously, triadic model serves highlight broader portfolio ethical, technical, regulatory interventions enable effective triage of—and resilient response to—such Socially Technologies. illustrate application framework with two cases, one historical (how adoption GDPR channeled redirected evolution value ‘privacy’ when had been put under pressure by digital markets), anticipatory (looking at anticipated disruptions caused ongoing wave generative AI systems).
